Data Security Addendum
Please log in to the Kotapay website and sign the Data Security Addendum available through eContracts via DocuSign. This form can also be accessed right from the home page upon logging in. Due Date: August 3rd, 2020.
Having a data security plan is crucial to keeping client information safe. A few tips for creating a data security plan include:
- Take stock of what personal information you have on your computers
- Only keep the information you need for business and properly dispose of what you no longer need
- Protect the information that you keep
- Create a plan to respond to security incidents

NEW Client Agreements
The Company Authorization Agreement has been updated. Please ensure you are using the most updated version, dated 3/2020 on the last page. Older versions of this agreement will no longer be accepted after July 1st, 2020.
Prenotes should not be sent to taxing agencies as a lot of them will reject the transaction. If a transaction is rejected, the payment may not be made on time.
What to know about impounding client funds
Money transmitter licensing regulation and fines have continued to be a hot topic within the payroll industry. The language within previous enforcement actions implies that if a payroll processor is impounding any client funds, for any period of time and for any reason, they may be subject to money transmitter licensing requirements.
Financial Institutions are exempt from money transmitter regulations, therefore, as a division of First International Bank & Trust, Kotapay is uniquely positioned to facilitate these transactions. Kotapay will set up a For Benefit Of (FBO) bank account in which you, the processor, is removed from having ownership of client funds.
